1)        Presentation by Attorney Steven Kaplan

            Attorney Kaplan addressed the Board to offer representation in labor matters.

2)        Political Donations

            Political donations to City-wide races are limited to $1,300 per year; political donations to Councilmember races are limited to $700 per year.  The PAC /  Lobbying Committee consists of: Winslow, Fuchs, Hiscocks, Carmen Hawkins, and Capri Maddox.  The Committee was designed to meet with Council members and conduct a search for a professional Lobbyist.  The Committee has not met since Lobbyist Kuba was hired.

            Motion:  By Lambert:  To expand the PAC / Lobbying Committee to add Cole.
                        Second:  Brothers.

3)        Revenue Ideas

            Presentation was made regarding possible ways for the City to bring money into the General Fund.  Discussion included limitations of the L.A. City Charter, FAA Regulations, Department of Water and Power, the City's power of taxation, and availability of Federal forfeitures.

4.         Strengthening Relationships with Partners

            A discussion was held regarding the importance of our continued efforts to be recognized by public safety partners, namely LAPPL and LAFD.

5.         Volunteer Grievance
            Presentation regarding investigation and research done regarding the status of Volunteer and Contract attorneys in the City Attorney's Office.  The basis of the Grievance would be Breach of Contract (MOU):  (1)  Management shifted work to non-bargaining unit personnel; (2) harm to the bargaining unit; (3) continuing violation.

            Motion:  By Brothers:  To file a Grievance regarding the reduction in authorized positions in the Bargaining Unit (MOU 29) as a result of contracting out bargaining positions.  The remedy would be for the Office to cease the use of Volunteer attorneys, Contract attorneys and outside counsel until the authorized positions from July 2009 and the City Attorney's budget is restored.  Second:  Winslow.

6.         Dis-affiliation with SEIU

            LACAA's General Counsel has heard nothing new from either Bob Schoonover or SEIU's counsel.

7.         Lawsuit re Impairment of LACAA's Contract

            LACAA's lawsuit in Federal Court against the City of Los Angeles for impairment of its contractual rights has been filed and served.

8.         Next Membership Meeting

            Tentatively scheduled for Thursday, August 16, 2012.




As you know, our new MOU includes annual reimbursement for MCLE-related expenses. To ensure that you receive complete and timely reimbursement, we encourage you to follow the instructions contained in the MCLE protocol provided by City Attorney Management. You must complete and submit a reimbursement form in order to receive reimbursement.

You can reimburse expenses related to attending MCLE programs that are accepted by the California State Bar, even if the program takes place in another state. Eligible expenses include the cost of the program, travel, and per diems.

Please be judicious when choosing lodging and which food/drink expenses you submit for reimbursement.

The Board is pleased to announce that LACAA has retained the law firm of MASTAGNI, HOLSTEDT, AMICK, MILLER & JOHNSEN as General Counsel.
