1. Endorsement for L.A. County Judicial Office

Alfred Coletta requested an endorsement for L.A. Superior Court Judge, Seat 4. He made a presentation to the Board and responded to questions.

Motion by Winslow: for LACAA to endorse Alfred Coletta for Judge. Second by Geller.

In favor: Unanimous.
Opposed: None.
Abstain: None.

2. Establishing rules and fees for members who wish to join / re-join LACAA after June 27, 2018

At the last count, there are 401 LACAA Members who have signed cards to be duespaying members. There are approximately 15 people who have indicated that they are not interested in being members at this time. Approximately 20 people are off work at the moment, so the system won’t allow them to be added and pay dues until they are back at work. Approximately 30 – 40 people are leaving employment with the City Attorney’s Office and so they have decided not to sign up for the limited time they have left.

There was a discussion held about the appropriate formula to use if an ACA or DCA, who had decided not to join LACAA, later decides that they want to be a full member of LACAA.

Motion by Checel: For individuals who are not paying dues who want to join the association, they need to pay all of the dues in arrears starting either from 6/27/18, the start date, or the date they stopped paying dues, up to the moment they come back, plus a 10% reinstatement fee that will be assessed yearly. For new members, they are given 60 days from their start date to join the union to avoid the 10% reinstatement fee. Second: Hiscocks.

3. State Bar fingerprinting

There is a tentative proposal by the Office to add fingerprinting to items eligible for MCLE Reimbursement, and Members can get fingerprinted and apply for reimbursement in either 2018 or 2019. Further, fingerprinting can be done during work hours, for up to 2 hours of HW, during the time they are getting Live-Scanned.

4. Membership Dues Conformity

After the Janus decision, the CAO abruptly and without notice stopped taking dues payments from some LACAA members’ paychecks, before membership cards were entered into the system. The Board held a discussion about providing a dues holiday to those members who have been continuously paying dues, to equalize the payment disparity between members.

There are 3 groups of Members:

  • Dues paying continued without break at June 27, 2018.
  • Dues paying after the 1st pay period with no dues paid during the 1st pay period.
  • Dues paying after the 2nd pay period with no dues paid during the 1st & 2nd pay period.

Once the members have been identified into their respective groups, the Board will work with the CAO’s Office to determine the appropriate times for the dues holidays.

5. LACAA Website Upgrades

911 Media provided a proposal for rebuilding the LACAA Website. 911 Media works with other law enforcement agencies (i.e. PORAC), and are familiar with protecting confidential information. 911 Media is currently hosting LACAA’s website at a cost of $600 / year. There is an additional fee when modifications or updates to the website are made. As part of the proposal, 911 Media will present two mock-ups, including an option to allow Board Members to update the website.

Motion by Winslow: To authorize a max. of $15,500 to redesign and rebuild the LACAA Website, to include a confidential section for Members only. Second: Lauber.

6. Requests for reimbursement

Motion by Hiscocks: To reimburse Winslow for an internet hot-spot, at $15.00/ month, paid on an annual basis. Second: Geller.

As you know, our new MOU includes annual reimbursement for MCLE-related expenses. To ensure that you receive complete and timely reimbursement, we encourage you to follow the instructions contained in the MCLE protocol provided by City Attorney Management. You must complete and submit a reimbursement form in order to receive reimbursement.

You can reimburse expenses related to attending MCLE programs that are accepted by the California State Bar, even if the program takes place in another state. Eligible expenses include the cost of the program, travel, and per diems.

Please be judicious when choosing lodging and which food/drink expenses you submit for reimbursement.

The Board is pleased to announce that LACAA has retained the law firm of MASTAGNI, HOLSTEDT, AMICK, MILLER & JOHNSEN as General Counsel.
