1. Request for Approval of Prop. HHH

Prop. HHH is on the ballot in Nov., it is a homeless housing bond, to be available for housing developers only, using city-owned properties. Money cannot be diverted by developers or Counsel. Annual cost is about $40 per resident. LACAA Bylaws allow for the support of local bond measures that benefit the Membership. The EERC is supporting this bond measure, but also our Office is involved in homeless projects.

Motion: By Geller: To make a $7,500 donation to support the Bond Measure HHH campaign. Winslow: Second.

2. Member Representation

The Office is increasing the number of investigations, and the intensity of the investigations. There was a proposal for the Mastagni firm to handle all of the representations from start to finish. However, we do not want requests for legal advice to make all situations adversarial when they do not need to be. LACAA needs screen matters before they are sent to the Mastgagni firm for formal representation.

3. Election

Nominating petitions are due Wed. Oct. 5th. 911 Media is prepared to conduct the election and will count the ballots.

4. Negotiations

Negotiations are ongoing. Meetings are between LACAA’s bargaining committee, the CAO’s office and CA Management. The EERC gives bargaining instructions to the CAO’s office.


As you know, our new MOU includes annual reimbursement for MCLE-related expenses. To ensure that you receive complete and timely reimbursement, we encourage you to follow the instructions contained in the MCLE protocol provided by City Attorney Management. You must complete and submit a reimbursement form in order to receive reimbursement.

You can reimburse expenses related to attending MCLE programs that are accepted by the California State Bar, even if the program takes place in another state. Eligible expenses include the cost of the program, travel, and per diems.

Please be judicious when choosing lodging and which food/drink expenses you submit for reimbursement.

The Board is pleased to announce that LACAA has retained the law firm of MASTAGNI, HOLSTEDT, AMICK, MILLER & JOHNSEN as General Counsel.
