  1. Letter of Agreement regarding HMO healthcare subsidy

LACAA has been in communications with CAO’s Office regarding language in the proposed LOA.  The proposed LOA has the language of the Coalition’s Agreement, but with some additional language to further protect the existing MOU.

By Brothers: To enter into the LOA that we have proposed that has been altered, by removing paragraph 3, and paragraph 4, except for the last sentence.  The LOA will be transmitted via e-mail that contains the language in paragraph 3.  The LOA will be sent to the CAO's Office after the conclusion of the Council meeting Oct. 24th.  Second:  McTeague

  2. Volunteer Grievance

The City denied the Volunteer grievance:  Waiver of individual claims; and duplicating claims from 2009.   The 2009 claim was a UERP – it had a different legal theory.  This legal theory is that management's conduct in expanding volunteer program has become a defacto contracting out of bargaining work, while decreasing bargaining unit positions. Deadline to respond by opting for Arbitration is November 6, 2012.

    Proposal to obtain waiver signatures.
In a Petition form, and not limited to Criminal attorneys.

    (Lambert arrived)

Motion:  By Bobo:  Move we proceed with the Arbitration of the group grievance.
    Second:  Hiscocks.
In favor:  Winslow, Fuchs, Lambert, Embry, McTeague, Rosenthal, Bobo, Brothers, Cole, Geller, Hiscocks
    Opposed:  None
    Motion passed Abstain:  None

  3. Meet & Confer re Furlough Exemptions

Lewis Levy and Board Members who attended the Meet & Confer today recapped some of the discussions held with Management.

At its June 9 meeting, JLMBC awarded new contracts for health insurance providers. Anthem Blue Cross has been selected to replace Blue Shield as the exclusive provider for PPO, HMO Full and Narrow Network plans, and a new alternate regional network plan, "Vivity." Anthem anticipates minimal disruption of services for members who use UCLA and Cedars facilities. Kaiser Permanente is still available for alternate HMO health insurance coverage. For more information on how this may impact your options during Open Enrollment for 2017, contact the City's Employee Benefits Division: (213) 978-1655

LACAA congratulates Civil Director Marie McTeague on her well deserved retirement. Her brilliance, fierce advocacy for LACAA members, personal sacrifices and sense of justice have been the cornerstone of LACAA's success. We will truly miss her presence in the office (but still have her cell phone number).

The Board is pleased to announce that LACAA has retained the law firm of MASTAGNI, HOLSTEDT, AMICK, MILLER & JOHNSEN as General Counsel.
