1)        Letter of Agreement regarding HMO healthcare subsidy

            Board reviewed the Letter of Agreement presented by the CAO’s office which would allow LACAA members to have an additional health insurance option:  a Traditional (Full-Network) Blue Cross HMO.  It was discussed that we would need to add a provision that this modification does not constitute a re-opening of the Contract .

            The current MOU clearly delegates authority to the JLMBC to provide health insurance plan options to LACAA members.  There was a question of whether the City’s proposed change to the MOU would require a vote of the Membership.  It was discussed and decided that since this proposed change is being offered to all other bargaining units, then it is under the purview of the JLMBC, and does not need to be voted on by the membership.  The modification appears to be necessary because the MOU provides that the health care subsidy would be equal to the Kaiser two-party rate, and the Traditional (Full-Network) Blue Cross HMO option is going to be offered at an increased premium cost, even though the actual premium requested by Blue Cross is lower than the Kaiser two-party rate.  Clarification will be sought from the CAO’s office regarding the need for the proposed LOA.

The JLMBC is continually negotiating with the health insurance companies – we still do not know how narrow the narrow-network will be.  There will be a question/answer session in the CAO’s office (CHE Rm. 1200) on Friday at 10:00am.

It will be determined if a membership meeting on Monday, Oct. 22nd at noon is necessary in order to inform members about the Traditional HMO Option.

City needs a response to its request for the LOA by Oct. 24th – the deal is going to Council for a vote on Oct. 25th.

Initially the deadline for Open Enrollment was extended for 4 weeks, but it was changed to a 2 week extension, with 2 weeks to modify your choices.  This will avoid a mid-year Open Enrollment.


  •  Is the same Traditional HMO option made available to the other MOUs at the same cost?


  • In the narrow network, are the hospitals still included, even if the doctors are not?

At its June 9 meeting, JLMBC awarded new contracts for health insurance providers. Anthem Blue Cross has been selected to replace Blue Shield as the exclusive provider for PPO, HMO Full and Narrow Network plans, and a new alternate regional network plan, "Vivity." Anthem anticipates minimal disruption of services for members who use UCLA and Cedars facilities. Kaiser Permanente is still available for alternate HMO health insurance coverage. LACAA congratulates Civil Director Marie McTeague on her well deserved retirement. Her brilliance, fierce advocacy for LACAA members, personal sacrifices and sense of justice have been the cornerstone of LACAA's success. We will truly miss her presence in the office (but still have her cell phone number).
