1. Discussion of Illegal Ballots and Newly Proposed LOA
The Board advised members of a recent attempt by Juliann Anderson, Jule Bishop and SEIU, during ongoing negotiations by the bargaining team, to conduct an unauthorized election to ratify another LOA. The Board made a demand on Juliann, Jule and SEIU to deliver the unauthorized ballots to President Winslow and to immediately cease the ballot counting. Since they did not agree to do this, the Board had no choice but to seek a TRO against them. Prior to the hearing on the TRO, SEIU's attorneys advised LACAA’s counsel that ballots had been delivered to President Winslow's office that morning and that the vote would not occur The judge confirmed this representation on the record and, accordingly, the application for a temporary injunctive order was withdrawn.
2.Newly proposed LOA
A new proposal was made by the CAO which will be going to a vote soon - in accordance with the bylaws. A copy of the LOA will be available on the LACAA website tomorrow. The basic terms of the contract are: 13 days of furloughs, 4% additional contribution towards the Retiree Medical Insurance Subsidy, and 3.5% return of "bonuses" previously bargained for [1.75% cash payout in November 2012 and 1.75% increase in 2013 (It will be confirmed whether or not this is an actual COLA that would affect your base salary).] The concessions equate to approximately 12.5%. The 4% additional contribution to LACERS is intended to be permanent. The language of this LOA provides that the City may negotiate additional increases to the LACERS contribution.
