1. Condolences.

There was a discussion about when and how the LACAA should acknowledge someone's passing, i.e., a family member of an elected official or a member of LACAA.

Motion: By Hawkins and Fuchs: That there be a standing order that in the event of the death of either an LACAA Member or an elected official (Councilmember, Controller, Mayor, City Attorney), the person or his family, that LACAA will send a condolence card (not to exceed $10 for card and postage) to the family of the person who has died. The card will be LACAA's initial response, and then on a case by case basis, the Board will consider making a contribution to a charity that the family designated.

Opposed: None.
Abstain: None. Motion passed

Motion: By Winslow: That LACAA should make a contribution in the amount of $250.00 to the foundation specified by the Feuer family in memory of the City Attorney's father $250.00. Second: Hiscocks.

In favor: Winslow, Fuchs, Geller, Embry, Rosenthal, Hawkins, Hiscocks
Against: None. Motion passed.
Abstain: None.

2. American Diabetes Assoc. Political Roast

In the past, LACAA has sent Members to the ADA Political Roast. The cost this year has been posted:
2 Full tables is $25,000 "Heavy Hitter" in the "smoke filled back room", 2 Full tables is $12,500 "Fat Cat" "in the thick of things", 1 Full table is $7,500 "Power Broker" "in the action"

There was a discussion of whether attending this event provides a significant benefit the membership considering the cost. There was a suggestion that it may be better to join the "Eagle and Badge" Gala for its connection to law enforcement and better opportunities to interact with a larger number of politicians.

Motion: By Geller: That LACAA not buy a Table at the ADA Roast this year. Second: Fuchs.
In favor: Fuchs, Geller, Embry, Rosenthal, Hawkins, Hiscocks
Opposed: Winslow. Motion passed
Abstain: None.

3. Disciplinary procedures.

The Office is increasing its use of the disciplinary process and is actively generating more disciplinary cases around the office. There has been a huge uptick in the Office wanting to impose discipline, and the Office is building a large investigatory unit for that purpose. The Mastagni firm has attorneys locally who are available to sit down with Members at the beginning stages of a disciplinary matter.

4. Pension - Tier 2

Anyone who is a City employee prior to Feb. 21, 2016, will go from Tier 2 and be rolled into Tier 1, and the City will pay what is necessary to make up any additional cost. Anyone hired after Feb. 21, 2016, will be in Tier 3. Tier 2 has been rescinded. Tier 3 contributors will be paying 11 percent, the 1% payment for ERIP will not drop off for them in 2026. This does not change any of the salary schedules.


At its June 9 meeting, JLMBC awarded new contracts for health insurance providers. Anthem Blue Cross has been selected to replace Blue Shield as the exclusive provider for PPO, HMO Full and Narrow Network plans, and a new alternate regional network plan, "Vivity." Anthem anticipates minimal disruption of services for members who use UCLA and Cedars facilities. Kaiser Permanente is still available for alternate HMO health insurance coverage. LACAA congratulates Civil Director Marie McTeague on her well deserved retirement. Her brilliance, fierce advocacy for LACAA members, personal sacrifices and sense of justice have been the cornerstone of LACAA's success. We will truly miss her presence in the office (but still have her cell phone number).

The Board is pleased to announce that LACAA has retained the law firm of MASTAGNI, HOLSTEDT, AMICK, MILLER & JOHNSEN as General Counsel.
