1)  PAC Fund Discussion

There was a discussion regarding current contributions to the PAC account and the amounts currently in the PAC Account.

Motion by Winslow:  To lower LACAA's PAC Contributions to $0.50 per member.  Second:  Schonbrun. 
In favor:  Winslow, Dennis, Embry, Rosenthal, Brothers, Schonbrun
Opposed:  None
Abstain:  None
(Other Board members had not arrived for this discussion)

2)  Campaign Endorsements / Donations

A request has been made by Songhai Armstead for an endorsement by LACAA for her candidacy for L.A. Superior Court Judge.  The discussion was expanded to include endorsements and/or contributions to other candidacies, i.e., Sheriff.  A suggestion was made to create a Survey Monkey to survey the Membership.

3)  Items For Future meeting between LACAA and the City Attorney

The Office has hired someone in as a 3-F. 
There has been talk that those applying for the NPP have had to re-apply as if they were from the outside.  This has raised a question about whether new City Attorney has changed the hiring / green-sheeting process without talking with LACAA?  Some of the information on the interview forms may be usurping a promotion process by interviews. Winslow has already made a request for City Attorney to sit down and discuss these issues.  No response yet on a date for such a meeting.

4)  Committee Updates

PAC / Lobbying Committee:

Winslow is removing himself from the PAC/Lobbying Committee based on his running for City Council. 

The meeting with Councilman Koretz has been cancelled

The meeting with Councilman Parks went well, open and friendly.  He has been advocating for City Attorneys, he was aware of our issues and had no problem with them.

Motion by McTeague:  For the three people who volunteered, Schonbrun, Hiscocks & Geller, to be on the PAC Committee.  Second:  Embry.

Geller nominated Schonbrun to be the Chairperson of the PAC/Loggying Committee: 

All in favor.                                      Motion Passed

1st Vice President Dennis will be involved in the PAC Committee as necessary. 
5)  New Legal Counsel

The Mastagni Law Firm has presented a proposal to be LACAA's General counsel for legal matters and grievance representation. Terms would be $7,000 / mo. for 40 hours;  $225 / hour for over 40 hours. 

The Board discussed continuing with the Mastagni Firm, and took into account other law firms considered previously, and the quality of the representation the Mastagni Firm has given us. The proposal by the Mastagni firm is same as the contract for Levy's firm in 2011.  The Mastagni Firm has lawyers in the Los Angeles area, and if we need principals from the Firm to come from Sacramento, they will fly down at no additional cost. 

Motion by Dennis:  To enter into negotiations with the Mastagni firm, and retain the Mastagni Firm as LACAA's General Counsel, and bring back to the Board a negotiated contract for a final vote on contract.  McTeague:  Second. 

            All in favor.                                     Motion Passed

A further discussion was had regarding a proposal for a bridge for current and pending grievances to be transferred to the Mastagni Firm.

6)  Donation to American Cancer Society in memory of current LACAA's General Counsel Lewis Levy's sister.  Additional research will be done regarding the tax consequences of reimbursing Brothers $100, as previously authorized by the Board.



At its June 9 meeting, JLMBC awarded new contracts for health insurance providers. Anthem Blue Cross has been selected to replace Blue Shield as the exclusive provider for PPO, HMO Full and Narrow Network plans, and a new alternate regional network plan, "Vivity." Anthem anticipates minimal disruption of services for members who use UCLA and Cedars facilities. Kaiser Permanente is still available for alternate HMO health insurance coverage. LACAA congratulates Civil Director Marie McTeague on her well deserved retirement. Her brilliance, fierce advocacy for LACAA members, personal sacrifices and sense of justice have been the cornerstone of LACAA's success. We will truly miss her presence in the office (but still have her cell phone number).

The Board is pleased to announce that LACAA has retained the law firm of MASTAGNI, HOLSTEDT, AMICK, MILLER & JOHNSEN as General Counsel.
